Mr Allingame is also the president of the Master Builders Association and a former member of the commission's Construction Industry Safety Advisory Committee.
Mr Allingame replaces Tony Cooke, who resigned earlier this year after eight years in the position.
Commerce Minister Bill Marmion thanked Mr Cooke for his service.
"I'd like to thank Mr Cooke for all his hard work over the years in this role. His commitment and dedication to work place safety and health has been outstanding," Mr Marmion said.
The Commission for Occupational Safety and Health is a tripartite body advising the State Government on issues of occupational safety and health.

Construction company boss George Allingame has been appointed chair of the Commission for Occupational Safety and Health by Commerce Minister Bill Marmion.
The Minister said Mr Allingame had a strong commitment to improving workplace safety standards and would bring to the role a wealth of knowledge and experience gained in nearly 40 years in the construction industry.
Mr Allingame is the managing director of Belmont-based builder Pindan and president of the Master Builders Association of Western Australia. He is also a former member of the commission's Construction Industry Safety Advisory Committee.
The Commission for Occupational Safety and Health is a tripartite body advising the State Government on issues of occupational safety and health.
It was established in 1985 under the Occupational Safety and Health Act 1984 and made up of employer, employee and government representatives and experts in the field of workplace safety and health.
The commission is regarded as WA's authority on occupational safety and health matters.
Mr Allingame replaces Tony Cooke, who resigned earlier this year after eight years in the position.
"I'd like to thank Mr Cooke for all his hard work over the years in this role. His commitment and dedication to work place safety and health has been outstanding," Mr Marmion said.
