Shadow environment minister Steve Thomas will be in charge of finance, instead of shadow treasurer Dean Nalder.
Ms Harvey said the party would have a stronger focus on finance, reflecting the importance of the economy, jobs and the impacts on cost of living and tax policy.
Shadow minister for community services and youth and special minister for homelessness, Tony Krsticevic, was given the housing portfolio and will assist the leader in citizenship and multicultural affairs.
Mr Krsticevic will also be opposition whip in the Legislative Assembly, replacing Alyssa Hayden.
A statement from Ms Harvey’s office said this move would free Ms Hayden to campaign in the next election as her Darling Range seat would be pivotal to a Liberal Party win in March 2021.
Ms Hayden will remain shadow minister for tourism and small business.
Corrective services shadow minister Sean L'Estrange has been assigned portfolios for emergency services, defence issues and racing and gaming but lost responsibility for housing.
A new portfolio, justice, will be overseen by shadow police minister Peter Katsambanis, who chairs the community development and justice standing committee.
Shadow child protection minister Nick Goiran will take over the commerce portfolio and Libby Mettam will add ports to her transport responsibilities.
Tjorn Sibma, who is shadow minister assisting the leader for public sector management, will become shadow minister for planning.
Previous shadow minister for planning Mike Nahan and former shadow minister for racing and gaming John McGrath are leaving parliament and have been stripped of their portfolios.
Shadow minister for agriculture and food; regional development; royalties for regions; and fisheries, Jim Chown, and opposition deputy leader in the Legislative Council, shadow attorney general and shadow minister for heritage; and culture and arts, Michael Mischin, are retaining most of their portfolios despite being relegated to lower positions on upper house tickets in the next election.
