The Housing and Infrastructure Growth Program (HIGP) is a Federal and State Government initiative designed to fast-track housing development across Perth's key growth corridors. The program aims to unlock close to 10,000 additional lots across 11 areas: Byford, Mundijong, Malaga, Yanchep, Bullsbrook, Mandogalup, Hammond Park, South Yunderup, North Ellenbrook, North-East Baldivis, and East Wanneroo. Central to making those lots liveable is the installation of reliable power infrastructure. Engaged by Western Power in August 2025, Tracc Civil's dedicated Power division has become an active delivery partner in the program, with works currently underway in Yanchep.
Tracc Civil's team is installing high-voltage underground cables across three routes extending from the Yanchep Substation in Carabooda, connecting new residential areas north-west of the Yanchep train station. The primary method is horizontal directional drilling, which installs cables underground between small, excavated entry and exit points, keeping disruption to roads, verges, vegetation and surrounding properties to a minimum. The end result is a resilient, modern power network ready to service thousands of new homes.
Perth's housing market is under sustained pressure. Rental vacancy rates currently sit between 0.6% and 1.9%. With supply unable to keep pace with demand, the HIGP's goal of opening almost 10,000 new lots represents meaningful relief for West Australian families.
Tracc Civil's internal structure sets it apart from many civil contractors. In May 2026 the Minister for Energy and Decarbonisation, Amber-Jade Sanderson visited Tracc Civil's Yanchep worksite. During the visit, she highlighted both the significance of the HIGP and Tracc Civil's commitment to internal workforce development and training. For Tracc Civil, the visit reinforced the standard of work the team consistently brings to every project, and their engagements with Western Power, State and Federal Government partners.

As Perth's housing shortage continues to affect everyday West Australians, works like the Yanchep HIGP contribute directly to easing that pressure. Yanchep is one piece of a broader pipeline. In just the 6 months since January 2026, Tracc has delivered over 1000 lots across the outer Perth metro areas. Preparing the areas through road construction, bulk earthworks, wall construction, ingrounds and electrical works, Tracc prepares the land to be ready for builders to move in and commence construction. By continuing to invest in technology that improves delivery speed and precision, including new GPS-guided machinery currently in operation in Mundijong. These tools allow for more accurate earthworks, faster turnaround, and better outcomes across the board. As the HIGP expands and new growth areas come online, Tracc Civil is positioned to continue as a key infrastructure delivery partner across Western Australia.
