About 3,000 residential lots supporting a population of around 8,500 people will be developed at the Banksia Grove landholding at Wanneroo, 27 kilometres north of Perth.
"This development will help thousands of Western Australians to achieve their dream of building their own home," Mrs Roberts said.
Wanneroo MLA Dianne Guise welcomed the signing of the agreement.
"Wanneroo is a fast-growing community and developments of this quality will add to the community's attractive environment," Ms Guise said.
Property Resources Management Pty Ltd and its partner, Lang Walker's Walker Corporation, are the private sector developers of the new housing project.
Founded in 1998 by Steve Robertson as a property development and management consultancy, PRM has previously partnered with Homeswest to be project director for a 1,600-lot residential estate called Mevé at Beeliar worth $95 million.
In WA, PRM has also worked on the Ellenbrook joint venture, Vines Resort Development, Esperance Shopping Centre and Secret Harbour.
PRM has previously provided strategic planning and project consultancy work for Walker Corporation in both Queensland and Victorian projects.
The Walker Corporation Pty Ltd floated in 1994, and in 1999 Lang Walker decided to sell his shareholding in Walker Corporation to Australand Holdings Limited, but reserved the rights to re-use the Walker Corporation name after January 2003.

"The Carpenter Government is committed to creating an environment in which the public, private and non-Government sectors work even better together to create stronger communities.
"I welcome the opportunity to work collaboratively with the joint venture partners to achieve a community that is vibrant, active and safe.
"The development will recognise that our lifestyles are changing and there is an increasing commitment to sustainability.
"Banksia Grove meets our objectives of integrating economic, social and environmental sustainability. It will include provision for seniors and the disabled."
Wanneroo MLA Dianne Guise welcomed the signing of the agreement.
"Wanneroo is a fast-growing community and developments of this quality will add to the community's attractive environment," Ms Guise said.
"There is a wonderful sense of family space in Wanneroo and Banksia Grove will make a significant contribution to this."
The joint venture involves a Western Australian company - Property Resources Management - partnered with a New South Wales company, Walker Corporation.
"We will ensure that this development merges with other new and existing developments to form a fully integrated community," Mrs Roberts said.
"The Government will build on the success of its joint venture program with the development of its residential land holdings at Banksia Grove."
The site is bounded by Flynn Drive and the Carramar Park Estate and is located about 5km from the Wanneroo townsite and 27km north of central Perth.
