The first 41 lots in a new housing estate at Armadale will be released by ballot on Saturday, December 9.
Planning and Infrastructure Minister Alannah MacTiernan said the Seville Grove Stage One lots, would cost between $180,000 and $225,000 and range in size from 300sqm to 706sqm.
Ms MacTiernan said the 11ha LandCorp subdivision located on Champion Drive directly south of the Champion Lakes water sports complex would yield a total of 100 lots.
"We are aiming to set new standards for affordable, sustainable residential development at Seville Grove," she said.
"This first ballot will be limited to people who commit to building a new home and living in it within two years.
"All houses will be required to pass the Armadale Redevelopment Authority's 12 point Sustainability Audit, which includes achieving a five-star energy rating and incorporates rainwater tanks and Waterwise gardens.
"This approach will see residents enjoying substantial, long-term efficiencies with an estimated 30 per cent reduction in energy use and 30 per cent reduction in water consumption compared to the average Perth home.
"People who are successful in the ballot will be offered an incentive package worth up to $8,500 which includes Waterwise landscaping, fencing and a two hour architect consultation to help them design a sustainable home."
The Minister said that demonstration houses would be constructed in the estate to showcase innovative materials and construction techniques.
There were also plans for display homes to demonstrate sustainability features, which would be sold as complete house and land packages.
LandCorp and the Armadale Redevelopment Authority would conduct a free information evening detailing the Seville Grove building requirements for prospective buyers.
The next ballot planned for March, 2007 would specifically target first homebuyers.
