The Minister said the State Government was confident that it had addressed the concerns of the majority of the community, who objected to proposals for a 16-storey development.
Ms MacTiernan said the proposal was proof that the Government's height policy setting was on the right track.
"The debate raged for many years over the appropriate height of development on the Scarborough beachfront and the area was going backwards," she said.
"We undertook an extensive community consultation process and made a ruling that set the limits for that site at eight storeys.
"This new development is likely to be the catalyst for significant upgrades along the Scarborough coast."

Planning and Infrastructure Minister Alannah MacTiernan has welcomed the proposal for new eight-storey development on the Scarborough beachfront.
Ms MacTiernan said the proposal was proof that the Government's height policy setting was on the right track.
"The debate raged for many years over the appropriate height of development on the Scarborough beachfront and the area was going backwards," she said.

The Minister said the State Government was confident that it had addressed the concerns of the majority of the community, who objected to the proposals of 16-storey development.
"At the same time, this ruling has provided certainty to landowners and ample scope for a much-needed upgrade to their properties, which will underpin a rejuvenation of the area," she said.
"I acknowledge that some in the community are still opposed to the eight-storey limit, but I am also confident that the majority accept this level of development."
Ms MacTiernan said Scarborough was a magnificent beach and deserved more attention being paid to the built landscape.
"We congratulate the City of Stirling for accepting the State's decision and getting on with the revitalisation of beachfront infrastructure," she said.
The State's eight-storey height setting will see the area become one of the key activity centres identified under the Network City Plan for Perth.
"This new development is likely to be the catalyst for significant upgrades along the Scarborough coast," the Minister said.
