Private certification for WA builders

In a long-awaited move for the Western Australian construction sector, developers and homebuilders will be able to use private assessors to certify compliance with building standards under a package of new legislation introduced today.

Although it is not clear in the Business News publication, I assume the private certification mentioned is for Building licences only and not Planning approvals and Planning approvals will remain with the relevant Councils. If this is the case I predict that all Councils, not wanting to lose control, will rule that every application for a licence, being double or single story, will have to have Planning approval from the Council before any private certifier can grant a Building licence. In my opinion, if this happens, nothing will change and Council Planning approvals will still move at glacial speeds thus holding up the new private certification Building licenses of not only the double story applications but also the single story applications that did not require any Planning approval in the past. Nice try Mr Minister but you havent gone far enough with your proposed changes. Take Planning approvals as well as Building approvals away from Councils if you really want to speed up the process.

How is building in particular development area to be regulated.

Hey Bill the issue here is the quality of the approvals process... The critical issue should be to ensure ruthless developers are not able to bully Councils as they do now, leaving local residents with eyesores, bloated plot-ratio and inappropriate profit-blocks to live with for years after they have banked their bucks... No one is anti-development, but Councils need to toughen up and be quicker and more concise in rejecting the extreme proposals and stand by their local planning standards... Sorry Bill!

The system of Private Certification commenced in Qld in 1998 and whilst there were some teething problems it has been a resounding success. Provided the Regulations and enforcement are clear, private certification is a good model and has significant benefits in introducing competition in not only fees but processing timeframes. It will not circumvent the town planning approvals process and will simply certify against the Building Code of Australia and relevant WA Building Regulations. Private Building Certification is an assessment against rigid design standards and does not allow for colorful interpretation of these. Planning on the other hand is very subjective and times and this is why the package ensures those powers are retained with local government.
