The Mount Pleasant-based developer proposed to build a three-storey building comprising 29 apartments at 256-258 Charles Street in North Perth.
At its meeting today, the Metro Inner Development Assessment Panel unanimously approved the proposal, which is estimated to cost $8 million to build.
DAP deputy presiding member Francesca Lefante said there were some issues with the proposed apartment block’s overshadowing onto neighbouring properties, which were of single or group dwellings.
“I am acutely aware that for areas in transition, there will be some of these contextual challenges that sit between each other,” she said at the meeting
“But overall from my perspective, this proposal is appropriate in its locational context and its transitioning to a more intensive development that is supported and encouraged along this particular road.”
DAP presiding member Dale Page said the overshadowing would vary throughout the day.
“This, in my view, is a well-designed project proposing a diversity of much needed accommodation options in locations well service by public transport and in an area earmarked for higher density development under the applicable planning framework,” she said.
In the DAP report, City of Vincent officers noted the mix of developments in the area including a four-storey apartment building at the corner of Charles and Bourke Streets.
"Supporting higher residential density along transit routes, catering for a mix of accommodation types that provide for affordable accommodation and reducing reliance on private vehicles are consistent themes throughout the planning strategy," the report said.
"This includes specific reference to the function of Charles Street as a major arterial road, with good access to public transport and the resultant opportunity for additional density on large lots along Charles Street."
DevelopWise’s project is the latest in a growing list of developments proposed for Charles Street in North Perth.
Spinnaker Developments recently submitted its $25 million application to the WA Planning Commission, to build a five-storey apartment building on 407-409 Charles Street.
The proposed development has 52 apartments.
Lam Family Investment’s plan to build 117 apartments across eight storeys at 299 Charles Street was approved in mid-2024.
In early 2025, Celsius Property Group’s $160 million proposal to build a nine-storey apartment building across six lots bound by Alma Road, Fitzgerald Street and Raglan Road was approved.
Once completed, Celsius’ project will add 108 apartments, a ground floor office, retail and hospitality elements to the area.
