The Metro Inner-South Joint Development Assessment Panel approved Canaan PD 1's proposed apartment development by three votes to two at its meeting today.
Designed by Space Collective Architects, the proposed 15-storey building will be built on the corner of Robert and Davilak streets.
The original application spread the 11 residential visitor bays with five on-site, two on Robert Street and four on Davilak Street.
The JDAP gave the project the green light in April but on condition the applicant increase the number of visitor car parking bays from 11 to 14, and to set them all within the development instead of on the street.
However, the applicant appealed the decision through the SAT in May, resulting in the parties undergoing mediation.
The applicant revised the proposal to have eight visitor parking bays on the ground floor of the building, two on Robert Street and three on Davilak Street.
The City of South Perth councillors on the JDAP did not support the revised application, with Carl Celedin voting for refusal at the meeting.
Councillor Celedin said none of the parking bays should be on the street as there were complaints of theft along Davilak Street, with many cars parked by those who commute from Canning Bridge train station.
"So not only does that increase the traffic, now we have a situation where the small number of visitor bays are pushed out on the public realm," he said.
"It just makes no sense at all.
"Windows are smashed regularly … [this is] fertile ground for opportunists to travel in the area, run along the cars that lined the street and they’re gone in less than 60 seconds."
JDAP presiding member Clayton Higham said he was involved in the original decision in April but had changed his mind about the parking bays since.
"While this doesn’t achieve all of those required under the planning framework, it achieved sufficiently in my view for this to be supported," he said.
The development will include 106 apartments, a basement car park, a roof terrace, three commercial tenancies on the ground floor and a corner micro park.
A gym, barbecue and seating areas are also planned for a communal outdoor space on the third level.
