Planning and Infrastructure Minister Alannah MacTiernan said the project would be the largest residential development in Western Australia to proceed under a single master plan.

A new community of about 40,000 people living on 15,000 new housing lots will be developed on a 1,580ha site near Armadale.
Planning and Infrastructure Minister Alannah MacTiernan today launched the master plan for the Armadale Redevelopment Authority's Wungong Urban Waters project, which will showcase sustainable urban development incorporating natural resource management, water-sensitive urban design and energy-efficient housing
Ms MacTiernan said the project would be the largest residential development in Western Australia to proceed under a single master plan.
"Urban development must change if we are to meet the needs of our rapidly growing population and economy while also responding to climate change and our reduced rainfall," she said.
"The Wungong project area is constrained by high groundwater levels and environmentally sensitive water dependent ecosystems.
"In a first for WA, we are aiming for a significant 75 per cent reduction in scheme water use in the development area.
"All homes in the new development will be required to have rainwater tanks as part of their planning approval.
"The tanks will be replenished by groundwater if necessary, to provide water for
non-potable household uses such as flushing toilets, cold water washing and gardens.
"This will be part of an integrated water cycle management program structured around a matrix of 'park avenues' and 'living streams' to direct stormwater flows and improve water quality to help restore the damaged ecosystem of the Wungong River."
The Minister said an Aboriginal Heritage Management Plan for the management and preservation of Aboriginal sites in the area had also been developed as part of the master plan.
An unprecedented number of Aboriginal sites had been incorporated into master planned public open space, environmental buffers and other compatible uses.
Ms MacTiernan said the first lots in the Wungong project should be on the market early in 2008.
