The State Government has unveiled plans for a new regional centre, between Joondalup and Yanchep, that will set new standards in reduction of greenhouse gasses.
Planning and Infrastructure Minister Alannah MacTiernan today launched the development known as Alkimos, the largest coastal development in Perth for more than 50 years.
Covering 2,600ha and stretching 7.5km along the coast, Alkimos will become home to about 60,000 people over the next 25 years, with the first lots being on the market in 2009.
"Alkimos will become a benchmark carbon-neutral development featuring innovative design measures to reduce its greenhouse gas emissions," Ms MacTiernan said.
"Energy-efficient building designs that maximise the use of innovative water and energy technologies will be embedded in the planning for the area.
"Alkimos will incorporate a mix of residential housing options centred on village and neighbourhood designs, consistent with the State Government's Network City principles."
The Minister said that as part of the sustainability push, the Alkimos development would incorporate a significant regional centre and a second smaller business district, two service industry employment centres and three coastal activity hubs that offer tourism, residential, retail, recreational and employment opportunities.
"This will provide the opportunity for local employment, again reducing the transport task and the carbon footprint," she said.
Early research showed Alkimos would deliver 14,000 jobs, almost half of which would be based in the local community.
"It will provide high-speed broadband and zoning that allows for home-based businesses and offices, to help minimise car use," Ms MacTiernan said.
"A secondary transit bus system connecting to major public transport centres on the northern rail line will service the Alkimos community and encourage public transport use."
Planning includes provision for 11 schools, playing fields, and a site for an integrated tertiary education campus.
The development would provide 40 per cent of the land required in Perth's rapidly growing north-west corridor.
LandCorp is developing the State Government's 1,425ha landholding at Alkimos in partnership with other landowners Eglinton Estates (562ha), WR Carpenter Land Holdings (244ha) and the Water Corporation (159ha).
The draft structure plan for Alkimos was recently released for comment.
