It comes about two months after Spoilbank Marina was recommended for approval by the Town of Port Hedland.
Spoilbank will be a 21-boat pen marina with capacity to expand to 80 pens, and will include a four-lane boat ramp, a public fishing jetty and trailer parking for up to 200 vehicles.
Its construction will be led by the Pilbara Ports Authority.
Garli, based in Midvale, was awarded the stage one roads contract by Main Roads Western Australia.
The business is led by managing director Darren Lundberg.
About $4 million worth of road upgrades will be completed so that materials can be safely transported to and from the site during construction, the state government said.
Wilson, Short and Anderson streets will be widened while Morgans Street will be both widened and extended through the old hospital site to provide a direct link to the marina.
Regional Development Minister Alannah MacTiernan said the contract was a major milestone in the long-awaited project, announced by the state government in 2012.
"The roads selected for upgrades will create the least amount of inconvenience to residents during construction, and will provide direct long-term access to the marina once complete,” she said.
Transport Minister Rita Saffioti said Spoilbank would encourage visitation from tourists and locals.
The marina will also include a hotel, parks, event space and mixed use development.
It is expected to open in late 2022.
Design of the marina was led by the Department of Transport, in collaboration with several stakeholders including town planning and design firm Taylor Burrell Barnett and DevelopmentWA, along with Pilbara Ports.
Bulk earthworks for the project, including excavating the marina basin, will begin early next year.
Nearly 100 businesses had expressed their interest in the works.
The overall project is expected to create 300 jobs.
