Ms Unwin will start as Arc Infrastructure chief executive from August 4 2025, with her last day in office with the utility on May 30.
Horizon's announcement comes five months after Arc Infrastructure said chief executive Murray Cook would be stepping down from the role.
Arc general manager commercial Nathan Speed has been acting chief executive since December 9 last year.
Ms Unwin's appointment comes at a sensitive time for Arc, which is owned by Brookfield Infrastructure.
In a surprise move, the state government announced in January its intention to buy-back the South West rail freight network that Arc operates, 25 years after it was sold for $585 million.
Ms Unwin joined Horizon Power as CEO in March 2019. In her role, she oversaw the delivery of energy solutions to support regional growth and progressed decarbonisation and digital transformation projects.
“Stephanie has a wealth of experience, a strategic mindset and a deep commitment to innovation and excellence," Arc Infrastructure chair Jonathon Sellar said.
"We are excited about the energy and vision she will bring to Arc as we execute on our mission to find new opportunities that will support and strengthen the rail network for the benefit of our customers, partners, communities and Western Australia.”
Ms Unwin is currently a director at Energy Networks Australia, a member of the CSIRO Energy Advisory Group, a Senate member of Murdoch University, and a member of the investment committee at Kilara Capital.
Her past experience has included being non-executive director of Zenith Energy, Alacer Gold Corp and Integra Mining Limited, as well as non-executive director and then CEO at Phylogica.
Ms Unwin has held several executive roles with Verve Energy before transitioning to Synergy and CBH Group. She was also a board member of the Australian Renewable Energy Agency for over five years.
Ms Unwin started her career with the Australian Securities and Investments Commission, then joined Freehills.
As a lawyer, she then joined Craig Readhead & Co and was made a partner of the boutique practice Pullinger Readhead Stewart. Ms Unwin subsequently joined Maxim Litigation Consultants as principal.
Ms Unwin holds bachelor of laws and economics degrees from Murdoch University. She is also a Harvard Business School (AMP) graduate.
Horizon Power said that further announcements about its new CEO appointment would be made in the coming weeks.
