The City of Wanneroo council has pushed for the refusal of Woolworths’ $16 million commercial precinct proposal, despite the city’s administration originally backing the plan.

The development application, lodged by planning consultancy Urbis, sought approval to build a 2,940 square metre Woolworths supermarket, five retail tenancies, a liquor store, cafe, an office and 219 car parking bays.

The precinct is set to be built across a 7.8-hectare vacant site at Enterprise Avenue in Two Rocks, a site owned by Fini Group and once home to the Atlantis Marine Park.

The park, established by Alan Bond in the early 1980s, remained largely undeveloped from 1990 up until last year, when a major subdivision of the site began.

The site has remained home to the now heritage-listed King Neptune statue.

Sections of the community opposed the plan, with 148 of the 208 submissions received during the public consultation period objecting to the development.

The submissions included a petition against the proposal, which featured more than 1,200 signatures.

Most residents raised concerns about whether the plan was appropriate, given its proximity to the coastline and marina, while others had reservations about the impact on traffic and the commercial viability of existing shopping precincts nearby.

Despite the city’s administration recommending the plan be approved subject to conditions, the majority of council has now pushed for the Metro Outer Joint Development Assessment Panel to refuse the plan.

In a decision carried 11-2, the council recommended the JDAP refuse the development on the basis that it was not compatible with the marina environment or the planned tourism focus for the main strip.

In justifying the decision, the council reiterated the community’s concerns about the impact the development could have on traffic, safety and pedestrian movement and said the design was not in keeping with the character of the surrounding area.

A final decision on the development is expected to be made during the panel’s meeting next Thursday.
