Mr Barnett will be the only Liberal leader at the meeting and has expressed concern at the level of Chinese investment in the country.
The Premier wants clearer guidelines to create stability and certainty in the relationship.
In his meeting with Prime Minister Kevin Rudd, Mr Barnett also plans to discuss the progress of major WA infrastructure developments including the Ord River irrigation scheme stage two and the Mid West iron ore development.
The meeting will also discuss the vexed issue of feed-in tariffs, where people are paid more than the market rate for sending surplus power from their rooftop solar panels back into the grid.
Talks on the revamp of the Commonwealth's $30 billion in annual payments to the states were scrapped from today's agenda because treasurers had not met to discuss the plans and officials had not agreed on the basics.
