Dr Peter Wynn Owen trained in medicine in the UK and as a psychiatrist in the UK, New Zealand and Australia. He is a consultant psychiatrist and an experienced hospital chief executive & health service administrator.
Following consultant psychiatrist roles in the public sector, Dr Wynn Owen became a clinician manager and subsequently held senior leadership roles in Western Australia and as executive director, mental health division of WA Health. Moving to general health care in 2007, he was appointed executive director, Swan Kalamunda Health Service (SKHS) which was at the time an under-performing service. He built a team which turned around SKHS performance between 2008 and 2012. As an expert in health Public Private Partnerships (PPP's), Dr Wynn Owen was responsible for the contract with Ramsay HealthCare operated Joondalup Health Campus, a uniquely successful fully outsourced 490-bed hospital PPP, from 2009 to 2015. He also had a lead role in the preparation for planning, business case development, request for proposals, and contract negotiation with St John of God Health Care to deliver the 307-bed Midland Public Hospital PPP.
Recognising his effective track record in Mental Health leadership and achieving outcomes in complex stuck processes, Dr Wynn Owen was asked in 2011-2012 to assist in managing a range of complex issues by the WA Director General of Health including smoking in Mental Health facilities; multiple outstanding issues relating to the new WA Mental Health Bill liaising with the WA Minister for Mental Health; and the development and implementation of relevant Mental Health capability (policy, advisory, strategic, reporting) within the WA Department of Health, now established as the Office of Mental Health.
