Paul McMullan
Paul McMullan has been chief executive of Outcare since June 2015. Prior to that, he held a range of senior management positions with Serco at Acacia Prison, including as director for 5 years. Acacia is one of the busiest prisons in the State and well known for its rehabilitative services offered to prisoners. While managing the population, Mr McMullan also oversaw an expansion project to increase the population of the prison to 1400 prisoners, making it the largest prison in Australia. He has over 40 years of experience from the justice sector, in Australia and the United Kingdom, and has particular experience in the management of high risk and dangerous offenders. Mr McMullan was a contributor to the development of MAPPA in the UK. He is passionate about the rehabilitation and reintegration of offenders into the community, and of key area of concern for him is the impact that social policy has on individuals and families caught up in the criminal justice system.
