Cliff Frewing commenced his career in local government with the City of Perth in 1973 and has since worked for the City of Swan as treasurer and director of financial services, Shire of Denmark and the City of Busselton before taking on the role of acting chief executive at the Cities of Armadale, Subiaco, Bayswater and Swan. In February 2001, Mr Frewing was seconded to the City of South Perth as acting chief executive during the period that the inquiry into the City of South Perth was being conducted and appointed its chief executive in May 2005.

In 2009, Mr Frewing was awarded the Local Government Managers Australia (LGMA) Medal and Certificate in recognition of outstanding achievements and contributions within Local Government to the provision of Local Government Management and the objects and ethics of the LGMA. In 2012, he received the Western Australian Local Government Association’s (WALGA) Eminent Service Award for personal commitment, eminent service and contribution to WALGA as an Executive Member.

Mr Frewing was also a former state president and national director of the LGMA, and has represented the sector on many LGMA, WALGA and Department of Local Government Boards and Committees.
