Titanium Sands Limited is creeping ever closer to the development of its Mannar Island heavy mineral sands project in Sri Lanka, after lodging applications for an industrial mining licence (IML) with the country’s mining bureau late last year.
The lodgement clears a key regulatory path for the company to complete the remaining environmental work and secure the licence needed to move the high-grade deposit into operation.
The 69-square-kilometre application encompasses the project’s hefty 318 million tonnes mineral resource grading 4.17 per cent total heavy minerals. The inventory includes a high-grade zone of 82 million tonnes at 6.03 per cent total heavy minerals, which has been earmarked for stage one development.
The company says that critical environmental studies are nearing completion, with final reports from consultants due by the end of this quarter.
The process has faced delays due to the devastating Cyclone Ditwah in Sri Lanka in late 2025, which had a widespread impact on the region and closed many government organisations for multiple weeks.
Titanium Sands noted that the applications will undergo assessment once Sri Lanka finalises a new national mineral policy, which is currently under development.
The new framework aims to enhance the country’s mineral sector through sustainable practices, stronger governance and a shift towards value-added processing, with a key focus on heavy mineral sands in areas such as Mannar.

A 2023 scoping study at Mannar Island outlined stage one revenue of nearly $2 billion and a net present value of $545 million. Pre-production capital expenditure has been estimated at $122 million.
The operation will aim to churn out up to 150,000 tonnes of heavy minerals annually, while employing up to 600 people directly and supporting another 1200 jobs through community-led rehabilitation efforts.
Titanium Sands says the development of Manaar Island will centre on titanium from ilmenite production, which has recently seen a supply crunch. Potential markets include the Middle East, Korea, India and China. Discussions with offtake partners are reportedly set to kick off shortly.
With a monster resource already in the bank and the paperwork now catching up with the geology, Mannar is starting to look less like a distant option and more like a genuine development play.
As Sri Lanka sharpens its mining framework and global demand for titanium feedstocks keeps humming, Titanium Sands has put itself squarely in the frame to potentially turn scale, grade and timing into a long-life mineral sands success story.
