The move also comes hard on the heels of renewed production from Varanus Island after a pipeline rupture cut the state's gas supply by a third on June 3.
The Premier will visit the Governor Ken Michael at 2:30pm and is expected to make an official announcement at 3:45pm.
The call comes as much as seven months earlier than the deadline for an election, which was set at May 2, and also precedes previous predictions of an October/November election.
The opposition has been in disarray with Mr Barnett returning to the helm, with three interim leaders since he last held the post.
Mr Barnett has not ruled out revisiting the Kimberley-Perth water canal proposal as part of the Party's water policy which he plans to announce during the campaign.
