In terms of revenue, at $84 million, the City of Perth is ranked only behind the City of Stirling and the City of Wannreoo.
However, an analysis of registered voters tells a remarkable different tale.
According to WA Business News 2005 Book of Lists, the City of Stirling (revenue $106 million) had 119,066 voters enrolled, while the City of Waneroo (revenue of $91 million) had 52,379.
The City of Perth has just 7,543 registered voters.
At the most recent election, in 2003, only 4,373 votes were cast, with the most popular candidate, Lisa Scaffidi, garnering 2,615 votes.
Rob Butler needed only 1,957 votes to take a seat on council, while Lord Mayor Peter Natrass required only 1,809 votes to be returned to council
Four council positions become vacant and are are up for re-election on May 7 – those of Bert Tudori, Judy McEvoy, Vincent Tan, and Michael Sutherland.
