The Federation of Western Australian Police and Citizens’ Youth Clubs (PCYC) was formed in 1941 under the authority of the Police Minister of the day, Mr W Kitson. PCYC executive committee Duane Bell, State director Freddie Tan George Horton Duncan Warren Dan Smetana The PCYC is a joint partnership between the WA Police Service and the community to provide a service to the youth of the State and is in effect the first and oldest community policing initiative. Each club has its own management committee and is required to conduct its affairs within the requirements of the constitution and policy set by the council of management. The objectives of the federation are to conduct and maintain a viable club structure that provides healthy recreation for young people, teaching them about good citizenship and observance of the laws of the State.
