The Lennon Bros Circus applied to use the Ozone Reserve to mount its big top and council staff recommended approval providing the circus did not have any exotic animals.
Councillor Michael Sutherland had that condition struck from the approval.
He also suggested council made it a policy of allowing circuses that were members of the Circus Federation of Australasia to bring performing animals.
Mr Sutherland said the federation had strict guidelines on the care of exotic animals.
Deputy Lord Mayor Tess Stroud agreed saying: “What would a circus be without a lion or an elephant”.
Council’s policy has previously been to discourage circuses bringing exotic animals with them as there is some concern expressed about their use by certain sectors of the community.
