Property industry bodies have congratulated the McGowan government on passing the Strata Titles Amendment Bill 2018 through Parliament, which it says will bring a range of benefits for strata living arrangements through better regulation of strata managers and improved dispute resolution processes.

Property industry bodies have congratulated the McGowan government on passing the Strata Titles Amendment Bill 2018 through Parliament, which it says will bring a range of benefits for strata living arrangements through better regulation of strata managers and improved dispute resolution processes.

Urban Development Institute of Australia WA chief executive Allison Hailes said the new Bill helped bring WA’s strata legislation into the modern era.

“These reforms have involved extensive consultation between UDIA and lead agency Landgate along with the broader community,” Ms Hailes said.

“UDIA congratulates the government and minor parties on the positive effort to ensure this legislation was passed swiftly.”

The Property Council added its voice to congratulate the government.

“The Property Council has been a strong and vocal advocate of reform of WA’s strata legislation since the review commenced in 2007,” Property Council of Australia WA executive director Sandra Brewer said.

“Modernisation and streamlining of strata titles law and introduction of community titles and leasehold tenure have been a key priority for Property Council members for many years, and it is terrific to see the strata titles law finally adopted.

“This law will improve the way WA strata schemes are developed and managed, and along with the Community Titles legislation will provide for development of new and innovative housing options and greater housing choice.”

In August, planning minister Rita Saffioti told a Committee for Economic Development of Australia breakfast that the strata system needed to be updated to help create the vibrant mixed-use precincts of the future.

“Strata reform is all about creating new opportunities and the ability to deliver more diverse housing choice and that is something again we are very keen to see – through things like community titles and leasehold schemes,” she said.

The Community Titles Bill 2018, which complements changes introduced by the Strata Titles Amendment Bill, is expected to pass through parliament next week.
