Buswell unveils economic audit group

Peter Shergold, John Langoulant and Cathy Nance have been named in the state government's economic audit group that will review the operation and financial performance of the public sector.

Below is the announcement:

The State Government has today announced the establishment of an economic audit group to conduct a wide-ranging review of the operational and financial performance of the Western Australian public sector.

Treasurer Troy Buswell announced the group would consist of:
- Dr Peter Shergold AC, former Secretary of the Department of Prime Minister and Cabinet
- John Langoulant, chief executive of Australian Capital Equity
- Cathy Nance, partner and actuary at PricewaterhouseCoopers
- Tim Marney, State Under-Treasurer
- Mal Wauchope, Director-General of the Department of Premier and Cabinet (until appointment of new Director-General)

Mr Buswell said the group brought together an exceptional mix of experience in both public and private sector financial management and government administration.

He said the group would:
- review State Government expenditure and the effectiveness of previous State Budgets covering the recent boom years
- assess the financial performance, management and service delivery standards of Government departments, agencies and trading enterprises
- examine the structure of government agencies and options for greater accountability and transparency

The Treasurer said the audit would also examine State tax policies and options for regulatory reforms to increase the State's economic efficiency.

He said the group would lodge its report in time for consideration in the framing of the 2009-10 State Budget.

"Unlike our predecessors, who grew fat on torrential revenues from the economic boom, we have the task of bringing some proper management and discipline back into the financial management of government," Mr Buswell said.

"In this review, we will be looking to reduce Government waste and duplication and for ways to give taxpayers real value for money.

"With the global uncertainty in financial markets now a reality, WA faces some difficult times ahead and we have a responsibility to put the State's finances on a safe and sustainable footing.

"And one way we can do that is by delivering more efficient government that ensures Western Australia remains internationally competitive."

"The economic audit group's work is an essential first step, and will be fundamental to us getting the right outcome for WA in the demanding years that lie ahead."
