Mr Kucera had intended to run as an independent candidate after quitting the Labor Party earlier this year, saying the government's pre-selection process had become a farce.
Mr Kucera was elected to the Yokine seat in 2001 after being recruited by former Premier Geoff Gallop.
However an electoral redistribution then led to Yokine being split into two seats, Mt Lawley and Nollamara.
Mr Kucera lost the preselection fight for Mt Lawley against Premier Alan Carpenter's chosen candidate, lobbyist and former journalist Karen Brown, amid claims the premier did not want him because he considered him too old.
It's understood that Mr Kucera was to have nominated himself to contest the Nollamara seat.
