Rockingham Strategic City Centre is emerging as a more defined opportunity for apartment developers as long-term employment growth, clearer planning settings and coordinated government delivery begin to align.
The appeal is not based on speculative residential uplift. Rockingham is emerging as an apartment market supported by long-term economic growth, employment-backed demand and increasing certainty around where and how development can occur. Its proximity to major defence, industrial and infrastructure investments provide a strong foundation for future housing demand and City Centre activity.
That matters in the current market. Construction costs, capital discipline and pre-sale requirements continue to shape where apartment projects proceed. Developers are looking for markets where demand is durable, planning risk is better understood and delivery conditions are actively being coordinated. Rockingham’s point of difference is that all three are becoming visible at the same time.
Rockingham's growth is supported by both population and employment expansion. The City had an estimated resident population of around 160,000 in June 2025 and is forecast to reach 240,000 by 2046. At the same time, local jobs increased 5.8 per cent in the year ending June 2024, with more than 1,000 businesses added between 2020 and 2025. For apartment developers, the commercial significance is clear: population growth creates housing need, but employment growth creates more resilient housing demand.
Defence and industrial investment strengthen that demand profile. HMAS Stirling, Australia's largest naval base, sits about four kilometres from the City Centre and is central to sustained Commonwealth defence investment, including AUKUS-related activity. Together with growth at the Australian Marine Complex, Western Trade Coast and Westport, this is expected to generate ongoing demand from personnel, contractors and suppliers seeking well-located housing close to employment, transport and services.
Mayor Lorna Buchan said the City's proximity to nationally significant defence and industrial assets would continue to strengthen its appeal as a housing and investment destination.
“The opportunities emerging from HMAS Stirling, AUKUS and the broader southern industrial corridor are creating demand that extends well beyond traditional residential growth. Rockingham is uniquely positioned to accommodate the workforce and investment that will support these nationally significant projects over the coming decades.”
The second part of the proposition is planning certainty. In emerging apartment markets, uncertainty around density, built form and infrastructure alignment can undermine feasibility.
Rockingham City Centre is being positioned differently.
The planning framework identifies where higher-density development is intended, how mixed-use outcomes can be supported and how infrastructure and development can be sequenced. For developers, that provides greater confidence during site acquisition, feasibility assessment and project planning.
Community support embedded in the planning framework also has a commercial implication. Where higher-density change is recognised in the City Centre planning direction, it can help reduce approval uncertainty and strengthen confidence that well-designed apartment development is aligned with the area’s intended growth.
The City is an active partner, not a passive regulator. Apartment development relies on quality public spaces, infrastructure, services and confidence that surrounding investment will support long-term value. Through coordinated planning, infrastructure advocacy and place-making investment, the City is helping create the conditions that support private-sector delivery.
That is why timing matters.
Mayor Buchan said the City's focus was on ensuring growth was both investment-ready and community-focused.

Rockingham City Centre is taking shape now, before the apartment market becomes more established and while the fundamentals continue to strengthen. For developers, the early-mover opportunity is to secure position in a market where demand is becoming more defined, planning settings are clearer and government is supporting a coherent urban outcome.
The question is no longer whether Rockingham will grow, but who will help shape it.
