Paul was appointed to the HIF Board in June 2019 and accepted the role of chairman in October 2025. He brings extensive experience across the health, insurance, government, not for profit and financial services sectors, gained through senior executive positions and advisory roles. Paul’s early career was in London as a management consultant, primarily supporting clients in the health and finance sectors. After relocating to the Asia–Pacific region, he held several leadership roles in organisations such as Quality Healthcare Hong Kong, HIF, Ramsay Health Care and HBF. Paul later served as a strategy consultant in PwC’s health and government practice, consulting to Federal and State health departments, aged care and community organisations, not for profits, private hospital groups and health insurers. Paul’s areas of focus were governance, strategy, due diligence, grant evaluation and operational improvement. Paul led the establishment of 360 Health and Community, a WA primary care organisation formed from three distinct not for profits, where he served as chief executive officer. During his tenure at 360, the organisation delivered programs such as Headspace, General Practice Out of Hours and Partners in Recovery (a precursor to the NDIS for people living with a psychosocial disability) across WA. More recently, Paul founded Mavuno Advisory and, through his family office, has taken an ownership interest in a suite of health and social care organisations. Paul is a seasoned board member (across private and not for profit sectors) and holds governance roles at HIF, Thorion Energy, Compassionate Care WA and Yellow Door Therapy.
