Goh flags changes to $400m EQ tower

Malaysian developer Victor Goh has proposed to increase the number of hotel rooms at a $400 million Elizabeth Quay development currently under construction.

DevelopmentWA has already approved 26-storey and 53-storey towers to be built on lots 2 and 3 in Elizabeth Quay.

Mr Goh, through his company CA & Associates, proposes to amend the approved plans to increase the number of hotel rooms from the approved 190 to 360.

The increase would be by converting all permanent residential dwellings in the 26-storey north tower to hotel rooms.

However, CA & Associates has also proposed to reduce the number of residential apartments from 493 to 220 units.

The number of parking bays is also proposed to be reduced, from 465 to 387 bays.

Town planner element prepared the development application, which was submitted to DevelopmentWA earlier this year.

Other proposed amendments include a modified mix of commercial land uses in the 26-storey north tower, including a restaurant or cafe, a tavern, and an office across the three ground floors.

Another tavern on the fourth floor is proposed to be expanded, according to the development application.

The development application said the updated mix of 220 residential apartments and 360 hotel rooms still complied with the minimum requirement of 485 residential dwellings under the design guidelines.

“With construction well advanced at the subject site, we would appreciate DevelopmentWA’s assistance in processing this application as expediently as possible,” its application said.

The development was initially a collaboration between Mr Goh and Adrian Fini but the pair had a fallout that escalated to court.

In 2019, the Supreme Court of Western Australia ordered Mr Goh to pay ongoing fees to Mr Fini’s Fini Group over consultancy services on the development of the Elizabeth Quay lots.

DevelopmentWA’s Central Perth Land Redevelopment Committee has recommended that the proposed amendments be approved by the Metropolitan Redevelopment Authority Board at its meeting next Tuesday.

The Central Perth Land Redevelopment Committee also recommended approval for Far East Consortium’s proposal on Lot 4 of the Perth City Link.

Far East Consortium is proposing to build a 23-storey development comprising 215 dwellings, six retail tenancies, communal spaces, and associated parking at the intersection of Roe Street and Wardang Gardens.

The proposed development had an estimated cost of $80 million, according to the DevelopmentWA agenda.

The Perth City Link area covers 13.5 hectares and has been designed to connect the Perth CBD and Northbridge.

The area is expected to attract $5.2 billion with $3 billion in private investment.
