Claremont flags conditions for $65m build

The Town of Claremont has proposed a string of conditions to the Western Australian Planning Commission for approval of a $65 million development.

JJ Leach Group applied to the state government’s Significant Development Assessment Unit to build an eight-storey development at 10-40 Bay View Terrace in Claremont.

The outcome will be determined by the WAPC.

The proposed development comprises 46 build-to-rent apartments, a 30-room boutique hotel, medical consulting rooms, and 16 commercial and retail tenancies, including offices and a small bar.

During the final council meeting of 2023 in mid-December, six out of seven Town of Claremont councillors voted to support the officer’s drafted recommendation over the proposed development.

The council submitted its advice to the WAPC last month, which has a list of 34 conditions for approval and 14 advice notes.

In the council meeting minutes, councillors advised a condition that 38 residential parking bays be turned to commercial use and a car park management plan be submitted to the town.

“Prior to commencement of development, payment of $838,500 shall be made to the Town of Claremont for payment in lieu of forty-three car parking bays which have not been provided on site or in a shared parking arrangement,” the council resolution said.

Other conditions on the list include submitting a revised heritage impact statement, crime prevention through environmental design, a landscape plan, and a waste management plan before a building permit is issued for the build.

The town’s planning officers found the proposed development inconsistent with the height and plot ratio parameters in the local planning scheme but was consistent with the objectives for the area, according to the council meeting minutes.

“Although the application package does not contain all the required information, the town is satisfied the proposed development generally addresses the local planning framework, including seriously considered draft documents,” the document reads.

“The town’s assessment notes that insufficient information was provided by as part of the application package relative to access and circulation, management of the small bar, public art proposals and heritage information.

“A request for further information was sent to the SDAU however at this point, updated information has not been provided.”

The Bay View Terrace site comprises of 10 separate lots, which the town proposed to be amalgamated in its list of conditions.

The site is owned by Jeff Leach, Helen Leach, Brookvalley Pty Ltd, Bilikiki Pty Ltd, Chemist.com. and Arandell Nominees, according to council documents.
