Bar plan for $1.25m Northbridge site

The owners and operators of Lucky Chan's and Dutch Trading Co have set their eyes on a vacant Northbridge building for their next multi-level hospitality venture.

Hoppy Times directors, Daniel Sterpini and Joel Beresford, are proposing to open a two-storey bar and restaurant named Fallow on 314 William Street.

CoreLogic data shows the site, near an intersection of Newcastle and William streets, was sold to company OMB William for $1.25 million in 2016.

OMB William, through Canford Hospitality Consultants, started an expressions of interest process in February in search of hospitality operators to reside in the William Street building.

Mr Sterpini co-founded Northbridge restaurant Lucky Chan's Laundry and Noodlebar, across the street from the proposed Fallow site, in 2015.

He and Mr Beresford own and operate the Dutch Trading Co in Victoria Park.

Hoppy Times, with Canford Hospitality, recently lodged a liquor license application with the state government's Department of Racing, Gaming and Liquor.

Business News understands the project team is aiming to open the venue in 2023 but was cautious of the construction market with materials being scarce.

The proposed venue comprises of a restaurant component with lounge area, a booth seating area on the lower ground and alfresco dining spaces.

Perth architecture firm Fratelle was engaged to design the project, including refurbishments to the heritage elements of the two-storey Federation Free Classical style building.

According to the application, the proposed design was inspired by the New Orleans' French Quarter District.

The application said the building had historically been used as a shop but has sat vacant for the past two years.

"Fallow will be a safe, friendly, and comfortable venue that combines its food and beverage experience in a responsible way, offering a unique experience in the locality," the application said.

"The proposal is aimed towards a mature clientele that is not likely to engage in high-risk behaviour, which will activate the locality to a demographic of people that perhaps would not otherwise frequent."

Fallow's menu will follow a sustainable food and beverage ethos, with some items reserved for later consumption through bottle cellaring, fermenting, dry and wet aging, according to the application.
