Panel approves $22m Dunsborough centre

A scaled back version of a $22 million development in Dunsborough has been approved after a tribunal ordered a reconsideration.

Developer DCSC lodged a proposal to build Dugalup Centre on two vacant lots, covering 5,435 square metres of land, at the corner of Dunn Bay Road and Cyrillean Way.

The Regional Joint Development Assessment Panel members approved the application 3-2 at its meeting today.

In January, the JDAP unanimously rejected the plan to build a six-storey development comprising 13 office tenancies, 42 dwellings, four shops, two restaurants and a liquor store.

The City of Busselton was against the application, citing the excessive scale and inconsistency with the character of the area, which was backed by 755 public submissions opposing the proposal.

The developer took the matter to the State Administrative Tribunal for a review of the JDAP decision, with mediation sessions conducted between the two parties.

DCSC has provided the modified plans, which was the proposal approved today, to the city and JDAP at the request of SAT.

The revised plan of the development includes a reduction from the original design in height, the number of apartments and amount of commercial space.

The frontages on both Dunn Bay Road and Cyrillean Way have dropped from four to three storeys, and from six down to five storeys respectively.

The number of apartments is reduced to 35 and the area for commercial space has been halved in the revised proposal.

According to ASIC, developer DCSC Pty Ltd is a syndicate involving Primewest director Jim Litis, Zinn’s Liquor Store’s former owner Gary Zinnecker, Stocker Preston director Peter De Chiera, and failed civil contractor Brierty’s former director Kylie Brierty.

This is the third design to be lodged by the proponent, with the latest design by Hames Sharley.

A shelved Puma petrol station proposal was previously flagged for the subject site.
