TREASURER Peter Costello has confirmed he had a 1994 deal with John Howard that the prime minister would hand over the party’s leadership during his second term in office. Mr Howard maintained his line that the leadership was a matter for the party room to determine, and continued to insist early last week that there has been no leadership transition agreement.
