A draft report into the efficiency of Horizon Power has been released for public comment by the Economic Regulation Authority.
The report is looking into Horizon's ability to efficiently supply power to regional Western Australia and attempting to determine the appropriate level of subsidisation the power supplier should receive from the government.
The report proposes changes to Horizon's operations that should result in a reduction of over $100 million in required subsidies over the next two years.
It also recommends that the subsidy be funded through a community service obligation payment directly to Horizon, rather than as it now by a levy on electricity bills in the city.
Submissions on the report close January 28 next year.
