DEVELOPMENT plans for 4 Belle-vue Terrace, West Perth have been refused by council.
It was proposed a six storey, nine apartment building be put on the site currently occupied by an old house.
A staff note to council said the proposed development had been design-ed to comply with the objectives of the Mount Street Design policy and the Mount Street Built Form Guidelines.
But there were some concerns about open space, car parking, height and setbacks – especially from the escarpment.
At council’s 11 May meeting councillors voted to hold over the application until the developer could address setback issues and other concerns from residents at 6 Bellevue Terrace.
Councillor Tess Stroud said she had tried to mediate between the developer and the residents but the developer was not interested.
“I can only assume the applicants would rather go to appeal than make compromises,” Mrs Stroud said.
Robert Roberts, a resident of 6 Bellevue Terrace, said he and fellow residents would accept any development that followed the rules.
“I hope that what goes on these two sites will be something of which we and our descendants can be proud.”
Montague Grant Architects partner Guy Grant, architect for the developer, said he had been told the development would meet the guidelines of the Mount Street policies.
“Council’s planning department twice recommended this for approval,” Mr Grant said.
“We are only asking this application be judged on its merits.”
