MINING giant BHP Billiton Ltd says it is considering its options after its proposed development of a liquefied natural gas plant off the California coast was rejected. In a 2-1 vote late on Monday, members of the State Lands Commission frustrated efforts by BHP Billiton LNG International Inc to build an $981.05 million terminal in the ocean northwest of Los Angeles. BHP officials had said the facility would provide a reliable source of low-polluting energy.
