$80m apartment plan for Perth City Link

Far East Consortium has lodged a 23-storey apartment proposal for the Perth City Link, adding to the multi-billion-dollar investment for the area.

The international property developer is proposing to build a residential development comprising 215 dwellings across a five storey podium and a tiered tower transitioning from a 10-storey height to a 15-storey mid-tier and maxed out at 23 storeys.

The project has been flagged for Lot 4 in Perth City Link, an urban renewal project led by the state government to reconnect the CBD with Northbridge, which includes construction of Edith Cowan University's city campus.

Lot 4 is at the intersection of Roe Street and Wardang Gardens, an approved project but still to be constructed where Milligan Street and Telethon Avenue meet.

Perth City Link area covers 13.5 hectares and is expected to attract $5.2 billion, with $3 billion of private investment.

An application lodged to DevelopmentWA, prepared by Urbis with designs by Woods Bagot, said the development had an estimated cost of $80 million.

“Collectively this totals over $1 billion worth of investment through a range of asset classes, including residential, commercial, hotel and retail/hospitality,” the application said.

“Subject to market conditions, including securing pre-sales and Public Transport Authority approval, construction is intended to commence in 2025-26.”

FEC's proposed 23-storey building exceeds the eight-storey limit set in the Perth City Link Design Guidelines.

However, the application said the Perth City Link Masterplan recognised the market constraints in building above the rail infrastructure.

"Therefore, the masterplan includes clear flexibility to exceed height limits in order to achieve the desired scenario of building over the railway," it said.

The proposed building would include an additional 68 affordable apartments, two resident gardens, a gym, music room, co-working rooms and lounge spaces.

Four hospitality venues have been accommodated in the design, with one dining and entertainment tenancy proposed along Roe Street and the remaining three to front a future public plaza to the east.

FEC owns five lots in Perth City Link, including the approved $99 million 15-storey King Street Campus on Lot 10, the 264-room Dorsett Hotel on Lot 3 and the $158 million Perth Hub, under construction on Lot 2.

An application by FEC for a 21-storey office tower on Lot 9 has also been lodged with DevelopmentWA.

A DevelopmentWA committee has also approved Kerry Stokes-backed developer Flagship Property Holdings’ $180 million Kings Square 5 commercial tower application in the Perth City Link precinct.

The approved 27-storey office tower will be built on a 4,153 square metre site at 580 Wellington Street.

Mr Stokes' Seven Group Holdings is Flagship’s major shareholder, with a 48 per cent stake in the company.
