Red Tape: Problem or Solution
Over time community needs and wants change according to available knowledge and resources. As a consequence rules and regulations must change. It is incumbent upon the public service to review, design, and implement regulations in the most efficient possible manner.
Regulatory reform presents the public service with an opportunity to enhance its efficiency and effectiveness in delivering public good.
The Productivity Commission released a report in 2013 identifying a model for an improved Major Project Development Assessment Processes. This is just one area of potential improvement and serves as an important starting point for discussion as to the other promising areas of reform.
What regulations should go? Which need to be revised? And, how can we enhance our understanding of complex regulations so that they may be better enacted?
