regarding the decline in apprenticeship numbers my recent observation is there are dodgy firms that offer apprenticeship "trials" in order to get very low paid labour to do heavy manual work that no one else wants to do with no real apprenticeship on offer. They are constantly reminded that they are the lowest scum in the company and are treated as such. One small step away from slavery in mind. The system is set up in such a way that is blatantly abused, so its no wonder young people shy away from it.
