Department of the Attorney-General director general, Cheryl Gwilliam, announced that Mr Evans, a Perth partner in the litigation group at Freehills, will head the State Solicitor's Office.
"I am delighted to welcome Paul in his new role," she said. "He brings a wealth of experience to this position."
Mr Evans has practised in transactional law, primarily as a banking lawyer, but also in the projects and resources areas.
He is also an adjunct professor of law at Murdoch University's Law School.
Mr Evans will join the department on 22 August 2011.
John Young will continue to act as State Solicitor until Mr Evans takes on the role.
