The 7,429sqm and 12,680sqm lots will accommodate three and five storey buildings providing a mix of uses including cafes, apartments and retail spaces.
The village-type site is located at the southern end of the 17 hectare Leighton precinct.
Planning and Infrastructure Minister Alannah MacTiernan said she expected strong interest from private and institutional developers in the four-hectare coastal village.
"We have worked closely with the community, the City of Fremantle, and the Public Transport Authority to develop an exciting vision for a lively coastal village with a resident population of up to 1,000 people," Ms MacTiernan said.
As part of plans for the area, Port Beach Road will be downgraded to improve pedestrian access to Leighton beach, and there will be a landscaped plaza providing a direct link from North Fremantle railway station to the ocean.
A civil works contract is currently underway for site landscaping works and the extension of Curtin Avenue to the east of the Leighton redevelopment to accommodate traffic flow.
The tender process is for eight-weeks and concludes on August 17.
Construction of the coastal village is expected to commence in mid-2007, and pre-sales of residential and commercial spaces are likely before this time.

"Leighton provides a unique opportunity to purchase quality land for residential and commercial development in a superb beachside location," Ms MacTiernan said.
"The development lots, of 7,429sqm and 12,680sqm, will accommodate three and five storey buildings providing a mix of uses including cafes, apartments and retail spaces.
"We have worked closely with the community, the City of Fremantle, and the Public Transport Authority to develop an exciting vision for a lively coastal village with a resident population of up to 1,000 people.
"There are few coastal development sites of this calibre in Western Australia."
The Minister said the village site was located at the southern end of the 17ha site.
